    What's coming

What's coming for waste brokers and dealers

Phase 1 is receiving sites, which have been reporting every load they take in since 1 October 2026 in England and Wales. Carriers, brokers and dealers are phase 2. DEFRA's published plan is an invited group from autumn 2026, open to all from spring 2027, and mandatory from October 2027. DEFRA hasn't published exactly what brokers and dealers will have to report yet.

    Now

What brokers and dealers have to do now

You don't report into digital waste tracking yet. Your duty of care hasn't changed, and every transfer still needs a transfer note. Paper notes aren't banned.

    Why it matters

Why digital waste tracking matters more for brokers

A broker can have dozens of customers, carriers and sites on the go at once. When reporting comes in, that's a lot of movements to keep straight, across a lot of people who aren't you.
